Mandatory Vaccinations — Current Requirements
As of 2025, the Saudi Ministry of Health mandates one vaccination for all Umrah pilgrims:
Meningococcal Meningitis (ACWY quadrivalent) — Mandatory
This is non-negotiable. Your visa application will not be processed without a valid meningitis vaccination certificate. There are no exemptions for health conditions, age, or any other personal circumstance.
All other vaccinations are currently recommended but not mandatory, including COVID-19 vaccines (which were previously mandatory but are now optional). This can change at any time — always check the latest Saudi Ministry of Health guidelines before travelling.
Meningococcal Meningitis Vaccine — Everything You Need to Know
Meningococcal meningitis is a bacterial infection that spreads easily in crowded conditions — which is why Saudi Arabia requires all incoming pilgrims to be vaccinated.
Which vaccine is required? The ACWY quadrivalent vaccine — covering strains A, C, W, and Y. Common brand names available in India include:
- Mencevax (GlaxoSmithKline)
- Menveo (GSK)
- Nimenrix (Pfizer)
- MenQuadfi (Sanofi)
All of these are accepted. Verify with the clinic that they are providing the ACWY strain, not just the A strain (a different, older vaccine).
Certificate validity: The Saudi Ministry of Health generally accepts certificates issued within the last 3 years. Some agents report a 5-year validity — as Saudi guidance is updated periodically, verify at the time of your application. A certificate that is more than 3 years old should prompt you to get a booster dose.

Polio Vaccine — Who Needs It?
Saudi Arabia requires proof of polio vaccination (specifically the Oral Polio Vaccine, OPV, or Inactivated Polio Vaccine, IPV) for travellers from countries that are flagged as having active polio transmission.
India was declared polio-free by the WHO in 2014 and is currently not on the high-risk list. Most Indian pilgrims do not need additional polio documentation.
However, the situation is reviewed periodically. If you have recently travelled from a high-risk country (Afghanistan, Pakistan, Nigeria) before entering Saudi Arabia, additional documentation may be requested. Check the Saudi Ministry of Health website or ask your agent closer to your travel date.
COVID-19 Requirements — Current Status
As of 2025, Saudi Arabia no longer requires proof of COVID-19 vaccination for Umrah pilgrims. The requirement that was introduced in 2021 and modified several times has been suspended.
What this means practically:
- You do not need to upload a COVID-19 vaccination certificate in your application
- You do not need to show a COVID-19 test result on arrival
- However, you may choose to carry your vaccination record as personal documentation
This status can change. If there is a resurgence of COVID-19 or a new variant of concern, Saudi Arabia may reinstate requirements at short notice. Monitor announcements from the Saudi Ministry of Health and your travel agent in the weeks before your trip.
Recommended (Not Mandatory) Vaccines
The following vaccinations are recommended by medical travel experts for Umrah pilgrims but are not currently mandatory for visa purposes:
- Influenza (seasonal flu): Highly recommended — large gatherings during Umrah increase transmission risk
- Typhoid: Recommended for those who may have uncertain food and water safety
- Hepatitis A and B: Recommended as a general travel precaution
- Pneumococcal vaccine: Recommended for pilgrims over 65 or those with chronic respiratory conditions
- COVID-19 booster: Recommended despite not being mandatory, particularly for elderly or immunocompromised pilgrims

How to Get Your Vaccination Certificate in India
Option 1 — Government Hospital Government hospitals in most Indian cities offer the meningitis vaccine. The cost is lower (₹800–₹1,500), but availability may vary. You may need to contact the hospital in advance to confirm stock.
Option 2 — Private Hospital Major private hospital chains (Apollo, Fortis, Manipal, Aster) have travel medicine departments that stock the ACWY vaccine. Cost is typically ₹2,000–₹3,500 including the certificate.
Option 3 — Travel Medicine Clinic Specialist travel clinics in major Indian cities (particularly Mumbai, Delhi, Bengaluru, Hyderabad, Chennai) offer all required vaccinations alongside a printed certificate in English. These are the most reliable option for urgent cases.
Booking ahead: The ACWY vaccine is not always in stock at smaller clinics. Call ahead to confirm availability before visiting. During peak Umrah season (Ramadan, December–January), demand increases — book at least 2 weeks in advance.
Accepted Certificate Formats
Saudi visa processing accepts vaccination certificates in these formats:
- Physical certificate — Issued on letterhead by the vaccinating institution, with doctor's stamp/signature
- Government-issued yellow card — The International Certificate of Vaccination or Prophylaxis (ICVP), commonly called the "yellow card", is widely accepted
- Digital certificate — CoWIN-generated certificates were accepted for COVID-19 but are not the standard format for meningitis — get a physical certificate from your clinic
- Hospital-issued letter — A letter from the hospital on official letterhead confirming vaccine details is acceptable
Certificates must be in English (or Arabic). If your certificate is issued in Hindi or a regional language, request an English version — most hospitals provide this on request.
What to Do If Your Certificate Is Missing
If you received the meningitis vaccine in the past but cannot locate your certificate:
- Contact the original vaccinating clinic — Most hospitals maintain vaccination records for several years and can issue a duplicate certificate
- Check your CoWIN account — COVID-19 records are there, though meningitis records may not be
- Get revaccinated — If the certificate cannot be retrieved, getting a fresh vaccination is the simplest solution. An additional dose of the ACWY vaccine is safe and there is no minimum interval requirement for boosters.
Do not attempt to submit an application without a valid meningitis certificate. This is one of the primary reasons for immediate rejection.
