The Official Mahram Rule — What It Means

A mahram in Islamic law is a male relative with whom marriage is permanently prohibited — a husband, father, son, brother, paternal uncle, maternal uncle, or father-in-law. Saudi Arabia's Umrah visa policy has historically required women under 45 to travel with a mahram.

This rule exists because of Islamic principles regarding women's safety during travel. However, Saudi Arabia has progressively relaxed these rules since 2021 to allow women over 45 to travel in organised groups without a mahram.

The current rule (as of 2025) is:

  • Women under 45: Must travel with a mahram or as part of a properly registered organised group
  • Women over 45: May travel without a mahram if they join an organised group through a licensed Umrah operator and provide specific documentation

Women Under 45 — Requirements

If you are under 45, you have two options:

Option 1 — Travel with a mahram

The mahram must:

  • Hold a valid passport
  • Apply for his own Umrah visa
  • Travel on the same flights as you
  • Be present with you throughout the journey

Documentation required in addition to standard documents:

  • Mahram's passport copy (bio data page)
  • Proof of relationship:
    • For husband and wife: Marriage certificate
    • For father and daughter: Birth certificate
    • For brother and sister: Family registration document (Aadhaar family card, birth certificates showing same parents)
    • For uncle/nephew: Birth certificates establishing the family tree

Option 2 — Travel with an organised group

Some licensed Umrah operators are authorised to include unaccompanied women in their group packages. In this case:

  • You must be registered as part of the group by the licensed operator
  • The group must include a designated male group leader responsible for the women
  • A No Objection Certificate (NOC) from a male relative is required

Women Over 45 — Can They Travel Without Mahram?

Yes. Women over 45 may perform Umrah without a mahram, subject to conditions:

  1. Travel must be as part of an organised group through a licensed Umrah operator
  2. The operator must be officially registered with the Saudi Ministry of Hajj and Umrah
  3. A No Objection Certificate (NOC) from a male relative must be provided
  4. The NOC must state that the relative consents to the woman performing Umrah without a mahram

What Is an Organised Group for Umrah?

An "organised group" in the context of Saudi Umrah regulations means a group arranged by a licensed tour operator (also called a travel agent or Umrah company) that:

  • Is registered with the Saudi Ministry of Hajj and Umrah
  • Has an assigned group leader (amir al-qafila) responsible for the group
  • Has a minimum number of members (typically 10 or more, though some operators are licensed for smaller groups)
  • Provides coordinated travel arrangements: flights, accommodation, and transport

Flying from India as a group and checking into the same hotel is not sufficient. The operator must be licensed for this purpose.

Documents Required for Women

All women applying for Umrah visa:

  • Standard documents: passport, photograph, airline ticket, hotel booking, vaccination certificate
  • Passport photograph must show face clearly — hijab is permitted, niqab is not

Women under 45 travelling with a mahram:

  • Mahram's passport copy
  • Proof of relationship document (see above)

Women over 45 without a mahram:

  • Proof of group registration with licensed operator
  • No Objection Certificate (NOC) from a male relative

The NOC Letter — What It Is and How to Write It

A No Objection Certificate (NOC) is a letter from a male relative (husband, father, or son) stating that he permits the woman to perform Umrah as part of an organised group. The NOC should include:

  • The relative's full name and passport/ID number
  • His relationship to the applicant
  • The applicant's full name and passport number
  • A statement of consent for her to travel to Saudi Arabia for Umrah
  • Date and signature of the relative
  • Some agents require notarisation — confirm with your operator

Sample NOC content: "I, [Father's Name], passport number [XXXXXXXXX], father of [Applicant's Name], passport number [XXXXXXXXX], do hereby give my consent and have no objection to her performing Umrah as part of an organised group. This letter is issued voluntarily."

Divorced Women — Special Considerations

Divorced women face additional considerations because a former husband is no longer a mahram after divorce. The situation is managed as follows:

  • Under 45: The father, son, or brother is the relevant mahram — the ex-husband is not. Provide a proof of relationship with the travelling mahram as normal.
  • Over 45: May travel with an organised group and NOC from father or son.
  • Iddah period: If a woman is in the iddah (post-divorce waiting period), she is generally advised not to travel for non-urgent reasons — consult your local imam.

Widows — What Documents Are Required?

A widow's husband is no longer living, so he cannot accompany her as mahram. Options:

  • Under 45: Father, son, or brother serves as mahram and must travel with her
  • Over 45: May travel with an organised group — provide death certificate of husband and NOC from son or brother
  • The death certificate establishes why the husband cannot be mahram, which avoids unnecessary questioning

Can a Mother Travel with an Adult Son?

Yes. A son is a mahram for his mother, and an adult son (baligh, typically post-puberty) can serve as mahram for his mother. Required documentation:

  • Son's passport copy
  • Proof of relationship: birth certificate showing the son's name and mother's name as parent

There is no age minimum for the son to serve as mahram, provided he is post-puberty (generally understood as 15 years or older for documentation purposes, though individual circumstances vary).

Safety Tips for Women Pilgrims

  • Keep your mahram's contact information on your phone and on a physical card in your bag
  • Share your hotel details and travel itinerary with a family member in India
  • In the holy mosques, stay in designated women's sections — separate areas are provided and strictly maintained
  • During Tawaf (circumambulation of the Kaaba), stay in the outer rings during peak times for safety
  • Carry a small bag across the body (not a shoulder bag that can be pulled), as the crowds around the Kaaba are dense
  • Carry a copy of your passport and visa — not just your phone

What is the age limit for the mahram rule? Women under 45 must travel with a mahram or in an organised group. Women 45 and over can travel in an organised group without a mahram. Age is calculated based on the passport date of birth.

Can my adult nephew travel with me as mahram? A nephew (son of your brother or sister) is not a mahram in Islamic law. Only a son, father, husband, brother, paternal uncle, maternal uncle, or father-in-law qualifies.

Can women perform Umrah during Ramadan without a mahram if they are under 45? No — the mahram requirement applies regardless of the time of year, including Ramadan.

Is there a dedicated area for women in Masjid Al-Haram? Yes. Masjid Al-Haram has designated women's sections for prayer. During Tawaf, the circumambulation area is mixed, but women tend to stay in the outer circles.
